1. Acceptance of Terms
By accessing or using RichardLeGaspi.com (the "Site"), operated by LeGaspi for Norwalk City Council 2026 FPPC # 1494496 ("the Committee," "we," "us," or "our"), you agree to these Terms of Service. If you do not agree, please do not use the Site.
2. Description of the Site
The Site provides information about Richard "Rich" LeGaspi's candidacy for Norwalk City Council, including biography, policy positions, campaign news, event information, volunteer sign-up, and the ability to make a political contribution through our third-party payment processor, eFundraising Connections, at https://www.efundraisingconnections.com/c/RichardLeGaspi.
3. Political Contributions
By making a contribution through the Site, you certify and agree that:

The funds are your own, and you are not making the contribution using the funds of another person or entity, and you are not being reimbursed for this contribution by any other person or entity.
You are a United States citizen or lawfully admitted permanent resident, as required by federal and California law. Contributions from foreign nationals are strictly prohibited.
You are not a federal government contractor (where applicable restrictions apply) and are not otherwise legally prohibited from contributing to a California local candidate committee.
Your contribution does not exceed the applicable contribution limit for this race. [VERIFY current local contribution limit for Norwalk City Council with the City Clerk / FPPC — no statewide limit applies to city council races absent a local ordinance; confirm before publishing.]

Contributions to the Committee are not tax-deductible as charitable contributions.

The Committee reserves the right to refuse, return, or refund any contribution that it determines, in its discretion or as required by law, may not lawfully be accepted.
4. Acceptable Use
You agree not to:

Attempt to interfere with, disrupt, or gain unauthorized access to the Site or its underlying systems
Use automated means (bots, scrapers) to access the Site without our prior written consent
Impersonate any person or entity, or misrepresent your affiliation with any person or entity

5. Intellectual Property
All content on the Site — including text, graphics, logos, campaign branding, photographs, and video — is owned by or licensed to the Committee and is protected by applicable intellectual property laws. You may share content for the purpose of supporting the campaign but may not use campaign content to imply an endorsement, claim, or affiliation that does not exist, or for commercial purposes without our prior written consent.
6. Third-Party Links and Payment Processing
The Site may link to third-party websites, including social media platforms and our payment processor. We do not control and are not responsible for the content, terms, or privacy practices of third-party sites. Your contribution transaction is subject to the separate terms and privacy policy of eFundraising Connections.
7. Required Disclaimers
Communications distributed by or on behalf of the Committee, including this website, are subject to California disclosure requirements. Where applicable, materials will include the required "Paid for by LeGaspi for Norwalk City Council 2026" disclaimer or its equivalent, consistent with FPPC rules in effect at the time of publication.
8. No Warranty
The Site and its content are provided "as is" and "as available," without warranties of any kind, express or implied, including as to accuracy, completeness, or fitness for a particular purpose. Campaign positions, event dates, and other information are subject to change without notice.
9. Limitation of Liability
To the fullest extent permitted by law, the Committee and its officers, staff, and volunteers shall not be liable for any indirect, incidental, special, or consequential damages arising from your use of, or inability to use, the Site.
